Probably during Santa Anita racing season–Blimps like the train in the background were rarely seen in the Northern District except as Race Track Special.
Nowadays, the right of way next to the school is a parking lot. But if you go south on Shamrock, you may find LA Metro 1100 in the Monrovia yard, which Metro calls Division 24. Note that numbered divisions are a legacy of LA Railway narrow gauge operations. PE probably would have called it Monrovia Shops or Calif. Ave. car house and yard.
