I am pretty sure this is actually looking north at Amoco, with the original Amoco Tower at right. If it were looking south at Slauson I would expect a second arm on the signal for the inside track because the Whittier line diverged from the inside tracks. There are other photos looking south at Slauson that show the second arm.
The buildings at left appear to be at an angle to the tracks, which also supports Amoco over Slauson. The road crossing beyond the signal bridge would be Adams Blvd. This crossing was gone by 1927, but I think that could have been a result of the road reconstruction that also resulted in the demolition of the original Amoco Tower. There does not appear to have been a candidate for a similar road crossing at Slauson.

This contains some photos and diagrams of the early Slauson and Amoco plants that I think are helpful.
