I have very vivid memories of this viaduct. In 1961, we lived on West Blvd, only a few short blocks from the location where this image was taken.
I believe this image was taken from the roof of the DWP Sub-station on S. Longwood Drive.
I drove right by this location today, thinking what might have been.
I think you are right about the location from where the photo was taken. If you notice on the other side of San Vicente there are 6 apartment buildings. They are still with us today.
