The new Long Beach Freeway was orginally signed as State Highway 15. The number was given up for Interstate 15 (I think as part of the renumbering of highways in 1964) and the Long Beach Freeway became State Highway 7 before eventually becoming Interstate 710.

Judging by the street lights, that is in city territory [south of PCH] and that would be the 7th street on-ramp to northbound 7 Fwy. Train is pulling into Fairbanks Yard after a trip down from the city.
