Most likely on Hill Street in downtown Los Angleles
This is Broadway between First and Temple.
The address on the face of the Daily Journal / Porter Hotel is correct: 121 N Broadway.
You can see the scene less the radio store here, featuring 20 cent all-day parking.

A check of Interurbans Special #11 reveals that the “A” line was indeed running on Broadway between Temple and First Streets until 16 July 1939 when it started sharing the (lower) Hill Street tunnel with PE.
