This has to be a Railfan trip. So disregard the Dash Sign on the car. Railfans always liked to use odd signs and destinations. The Echo Park car was in regular service.

I am a railfan who wishes the 950-class interurban cars were still around today for railfan trips in Venice. Excellent photo of #966.

The PE 100-class cars were used for a number of local services, but spent their last years on the Echo Park Ave. line. After it was abandoned in 1950, the cars were sold to the Vera Cruz, Mexico tramway system, where their GE PC control systems were replace by K-35 controllers at only one end.
