I’m thinking this might be the St. Albans shelter. I say that because the 1948 photos from Historic Aerials don’t show any waiting shelters on the south side of the ROW in that area, and if Mr. Weeks was in fact looking south, we would not be seeing houses if it was the Virginia shelter; instead, we would see Huntington Middle School.

The suggestion that this shelter is at the St. Albans Road crossing appears to have some validation. A Google search using street view shows the residences in the backgound as currently extant; the shelter’s location between St. Albans and Windsor Roads would have been fronting and facing northwesterly on the west bound lanes of Huntington Drive; the view is southeasterly.
