    In 1939 when this photo was taken, all cars running in LA were required by law to have fenders. Car 1214 in this photo has no fenders. I understand that when the cars from Riverside reached the junction at Rialto, they met an inound (to LA) car from San Bernardino and would have been coupled as the second car in a train for LA. The first car would have been equipped with the required fender. Please correct me if I have misstated this.
